Should we forgive (erase) cap penalties for kickers waived in previous years?
For example, a kicker on a $1/3y contract waived in 2019, would still have one year left of the $0.5 penalty in 2021.
Should cap penalties such as this be removed, or should they remain, since at the time the player was waived kickers were still a part of the league?
