After careful review, it appears that we have allowed bids on backup QBs from other teams under the new QB Rule, including bids made by myself, HOU, and SEA (Who ending up winning the bid) on Taysom Hill, who under the interpretation originally posted above, would only be allowed to be signed by CLE. As we don't want to force teams to take a QB that they do not want, we think the spirit of the rule is better reflected by allowing a team to choose their new starter in this manner, and therefore, the original high-bid of NO will be the winning bid. PIT will be awarded Derek Anderson, as he is the high-bidder on that FA bid. All future such bids will allow teams to choose WHICH new starting QB they want to bid on and potentially roster (In the extremely rare circumstance where multiple are available such as this) when their starting QB goes down to injury, is replaced, suspended, or otherwise no longer the starter.
