Welcome to Rivalry Week. Whether you've been here for the league's entire history, or if you're new here, I'll explain the rules for rivalry week below, especially as one of them recently changed.
First off, as always you are free to challenge any eligible team. What constitutes an eligible team? Well, an eligible team is any team that does not appear on your schedule that year (A list of ineligible teams for each division are listed below). Additionally, no team is duty-bound or forced to accept a challenge. Generally speaking, it doesn't happen where a team will not accept/back out of a challenge, but if you do choose to not accept a challenge, PLEASE submit an alternate challenge of an ELIGIBLE team, as if you only decline/choose not to accept a challenge, but do not submit an alternative before the deadline, we will simply accept the original challenge on your behalf for scheduling purposes.
In terms of how the rule is different now (Instituted last year after the NFL added an additional game), there is one additional opponent that each team cannot challenge (As listed below), as well as the two divisions, per usual. Given that we added an extra game over the off-season, as an attempt to eliminate the possibility of playoff byes (Though the NFL completely and unnecessarily screwed the fantasy community again on that one), we used the NFL's formula to fill the extra game, adding an opponent from a rotating intra-conference division, who finished last year in the same place in their division as your team did in yours. Therefore, you may not challenge any team from the below list:
AFC North: AFC EAST, NFC NORTH, LY SAME DIVISION FINISH IN AFC SOUTH
AFC South: AFC WEST, NFC WEST, LY SAME DIVISION FINISH IN AFC NORTH
AFC East: AFC NORTH, NFC EAST, LY SAME DIVISION FINISH IN AFC WEST
AFC West: AFC SOUTH, NFC SOUTH, LY SAME DIVISION FINISH IN AFC EAST
NFC North: NFC EAST, AFC NORTH LY SAME DIVISION FINISH IN NFC WEST
NFC South: NFC WEST, AFC WEST LY SAME DIVISION FINISH IN NFC EAST
NFC East: NFC NORTH, AFC EAST, LY SAME DIVISION FINISH IN NFC SOUTH
